Installer Not Working - Blank Dialog

Download and run installer. Very briefly flashes a splash screen in the installer dialog window, too quick to really see what it is, think it just says "LastPass..." then the installer dialog window goes all white and nothing more happens. Attempting to move (drag) the installer dialog window results in
An unhandled exception was thrown: Insufficient memory to continue the execution of the program., source: PresentationCore


Task manger show plenty (many gigs) of memory available.

Same behavior on multiple Windows 8.1 Pro, Core i3/i5, 8GB RAM, systems.

Trying the msi installer says
Install using GUI is disabled.

The installer I have from 2016 is version 4.0.0. Seems odd that the new one is version 1.0.0.0.

Does their support monitor this forum at all?
There are multiple posts of people having issues installing their software and nothing. No responses at all.

Did that before even posting here. It's been 3 business days (5 total) now and not a peep from them. Only the automated email confirming the ticket was received.

I just received a reply from support who directed me to the normal download link, https://lastpass.com/misc_download2.php
I downloaded and ran the LastPassInstaller.exe on my Windows 10 1809 system as a local administrator and received the same error as before, “This application requires PowerShell 1.0 or higher. Please install PowerShell and run this installer again”. Then "Installation failed, error code 1603".
I've verified that Powershell is installed on the machine.
