Installation of binary not working on windows.

I am trying to download a file from a co-worker so I need the binary version. Every time I attempt to install the binary version I get the following error.

"This application requires PowerShell 1.0 or higher. Please install PowerShell and run this installer again."

This is clearly broken as I use PowerShell on a daily basis. My version of PowerShell is 5.1.17763.592

Any help?

Is there a manual installation option?

There is a direct phone number in the support section of the admin console you can call for enterprise telephone support.

I've posted several times on this forum looking for a solution.
The only way someone got it to work was installing Windows Feature "Windows PowerShell 2.0 Engine". But that's more of a workaround and not a solution.
