When I add a user to a shared folder and tick off "Can Administer" the user is added to the list but "Can Administer" is no longer ticked off... I need to give this user the ability to add, view, edit all notes and sites within the shared folder.
Does it make a difference that this user has "**User is not part of company" next to their email? How can I add the user to the company? Is this required to have them as an administrator?

Users outside of an Enterprise cannot Administer a shared folder within an Enterprise.
