Nothing works. Is there a way to just select the file from my pc? Copy and pasting the contents doesn't work.secure notes don't work.

I had a similar scenario on my Mac, the problem was that the .csv File needed to be EXACTLY constructed to match the LastPass Spreadsheet Template suggested.
Be aware that there may be differences between your OS and macOS.
This involves opening the .csv File with a Spreadsheet Application. My understanding is that Excel does not play nicely with Passwords, but it may be worth a try?
I used Numbers and manipulated the output so that it matched the Template, leaving the Blank Columns as is. This has nil effect on the end result as they disappear or remain empty.
The adjusted Spreadsheet version of the is then Exported as a .csv File.
I chose, after a few failed attempts, Genetic .csv as the source.
Copy and Paste the .csv File.
You should be good to go.
It would be helpful to learn how you get on and wether Excel does the business.
